Role Responsibilities:

Governance and Quality Assurance

  • Provide financial governance expertise for project managers at all levels to assist them in managing their budgets and achieving the Programme’s objectives within the limits of the resources made available to them.  This may include assessing financial information for further development of the Project Costing Model, as required.
  • Continuously support improved operational financial management and financial governance arrangements and ongoing support and assurance to all Project Managers within the established governance structures.
  • In conjunction with the IFMS Project Manager, ensure the appropriate level of project governance and project controls are implemented, maintained and aligned to the Finance Reform Programme Governance.
  • Draft and keep under review the policies and procedures, to ensure any developments in financial management, analysis practices or changes in accounting and auditing standards are reflected in all policies and procedures, and ensure staff awareness.

General Finance

  • Provide expert financial management support within the PMO to support and enhance the delivery of the Finance Reform Programme.
  • To manage the production of monthly, quarterly and annual financial statements, forecasts, analysis, controls assurance and procurement compliance assurance for the Programme and ensure that these processes are completed in line with the recommended timelines and good practice and maintain updates to the Project Costing Model in a timely manner. 
  • Manage and maintain SAP/Corporate Financial Intelligence Cost Centres and Cost Element Hierarchy.

 Education / Qualifications
·         Current membership of a recognised or prescribed accountancy body such as ACCA, CPA, ACMA, CIMA, ACA or an equivalent accountancy body in another jurisdiction
·         A track record of achievement in a financial analysis and reporting role within a large complex organisation, encompassing direct engagement with and influencing of senior decision makers.
·         Significant experience of working with and using IT systems and translating that usage into the production of management information.
·         Significant experience of working with SAP or an equivalent financial management system, as relevant to the role.
·         Proven experience in a Project and/or Programme Management environment assisting and supporting project delivery or proven experience in a Finance environment where assisting and supporting project delivery was a significant part of the role.
